Africa e Mediterraneo n. 80 – L’asilo in Europa – Call for papers

Il prossimo numero di Africa e Mediterraneo intende esaminare l’accoglienza e la protezione dei richiedenti asilo in Europa, un lavoro quotidiano portato avanti da diversi attori: governi, autorità locali, agenzie internazionali e ONG, con ruoli e responsabilità diverse.

L’Unione europea non riceve solo migranti che partono per ragioni economiche in cerca di una vita migliore, ma anche rifugiati che devono lasciare le loro case per sfuggire a conflitti armati, violenze, violazioni dei diritti umani o disastri naturali o causati dall’uomo. Il tragico naufragio a Lampedusa del 3 ottobre 2013, che ha causato 366 morti e 20 dispersi, ha acceso l’attenzione dell’Europa sul tema dei rifugiati e dei richiedenti asilo.

Nel 2013, 435.000 richieste d’asilo sono state registrate nella UE28, mentre nel 2012 erano state 335.000 (Eurostat Newsrelease 24 marzo 2014). Nel 2013, il più alto numero dei richiedenti è stato registrato in Germania (127.000, equivalente al 29% dei richiedenti totali), seguita dalla Francia (65.000, 15%), dalla Svezia (54.000, 13%), dal Regno Unito (30.000, 7%) e dall’Italia (28.000, 6%). In questi giorni l’Italia sta affrontando massicci arrivi di persone che attraversano il Mediterraneo; alcune di loro fanno richiesta di asilo in Italia, altre cercano di proseguire verso Nord per raggiungere altri stati europei. I numeri mostrano un grande incremento rispetto all’anno scorso: nel primo trimestre del 2014, 20.500 migranti sono arrivati in Italia, 10 volte rispetto al primo trimestre del 2013.

Dal 1999 l’Unione europea ha promosso il miglioramento di un quadro legislativo che possa arrivare alla costituzione di un Sistema europeo comune di asilo. In seguito alle critiche mosse al Regolamento Dublino sull’asilo, un nuovo Regolamento è in vigore da gennaio 2014. Questo aggiornamento rafforza i diritti dei richiedenti asilo – riguardo al rispetto della famiglia, dei minori e alla detenzione – regola i rapporti tra stati membri. Inoltre, stabilisce un sistema europeo di intervento in caso sia necessario coadiuvare uno stato membro che non riesca a fare fronte a una situazione di emergenza.

The next issue of Africa e Mediterraneo aims to examine the reception and sheltering of asylum seekers in Europe, a task fulfilled by several players: governments, local authorities, NGOs, international agencies.

The EU receives not only migrants that move mainly for economic reasons in search of a better life, but also refugees that leave their homes to avoid situations of armed conflict or violence, violations of human rights or natural or man-made disasters. The tragic shipwreck off the coast of the Italian island of Lampedusa on 3 October 2013, which left 366 dead and 20 missing, has drawn Europe’s attention to the issue of asylum seekers and refugees.

In 2013, 435 000 asylum applicants  were registered in the EU28. In 2012, there were 335 000 asylum applicants (Eurostat Newsrelease 24 March 2014). In 2013, the highest number of applicants was registered in Germany (127 000 applicants, or 29% of total applicants), followed by France (65 000, or 15%), Sweden (54 000, or 13%), the United Kingdom (30 000, or 7%) and Italy (28 000, or 6%). These five Member States accounted for 70% of all applicants registered in the EU28 in 2013. These days Italy is facing massive arrivals of people crossing the Mediterranean Sea; some of them leave their countries to reach the Italian shores and apply for asylum in our country, while some others try to keep moving North until they enter other European States. Numbers show an important increase in comparison with last year: in the first trimester of 2014, 20 500 migrants have arrived to Italy, ten times more than the first trimester of 2013.

Since 1999 the European Union has been working to improve the legislative framework on asylum seeking which would result in a Common European Asylum System. As a consequence of the several criticisms raised against the Dublin Regulation on Asylum Seeking, determining the EU Member State responsible to examine asylum seekers’ applications, the New Dublin Regulation came into force in January 2014. Such updated version strengthens the rights of asylum seekers – in regards to family reunification, minors and detention – and clarifies procedures between Member States. Furthermore, it establishes a European system of subsidiary intervention aiming at helping Member States in case they are not able to tackle emergency situations on their own.
